Consultation has concluded
Local Laws help protect public health, safety and amenity throughout Kingston.
They are created in consultation with the community, to deal with local issues and to meet local needs.
Kingston Council has drafted a proposed Community Local Law and is seeking community feedback on the draft plan.
Purpose of the Local Law:
The proposed Local Law is designed to:
Support Council in maintaining a liveable, safe, and healthy municipality
Take into account Kingston’s local amenity and environmental characteristics
Contribute to social and community inclusion and wellbeing.
It does this by:
making improvements to provide for a safe and healthy environment so that the community can enjoy a quality of life that meets its expectations
providing for improvements for the protection and enhancement of the amenity and environment of the municipality
protecting public assets and infrastructure, and the built and natural environments; and
providing for the peace, order and good government of the municipal district.
Key sections of community interest may include:
a permit will be required to store boats, trailers and caravans on public roads
no new gates from private homes to public parks and the foreshore
allowing Council to fence or screen vacant premises
if a protected tree is removed it must be replaced with a similar size/type
advertising sign requirements to cover candidate election promotion.

Community Local Law considered at a Council Meeting
Community Local Law update 2025 has finished this stage
We’ve heard from more than 800 community members, with the majority of submissions raising concerns about restrictions on gates and the impact on access from private properties to beaches or parks.
In response to your feedback, changes have been made to the draft Community Local Law, including:
Deleting a proposal to restrict new gates to access public parks/foreshore areas
Deleting an existing restriction on access points to the foreshore
Introducing a requirement that limits the time that boats, trailers and caravans can be stored on public roads without a permit – but extending the allowable time from a proposed 7 days to 14 days to allow greater time to pack/unload.
The draft Community Local Law will be considered at the August Council Meeting on 25 August at 7pm in the Council Chambers at 1230 Nepean Highway, Cheltenham. You can watch a live-stream of the meeting or attend in person. The meeting agenda and the Council report is available to view on our website.
