Endeavour Cove – Draft Planning Scheme Amendment

Please note: this is not a formal Planning Scheme Amendment process. We are gathering feedback on an initial review.

Council has done the background work needed to update the planning controls that apply to the Endeavour Cove area.

The Endeavour Cove area in Patterson Lakes was created in the late 1980s and has unique planning rules to other areas of Kingston.

A review undertaken by Council in 2020 identified some planning issues, which relate to the planning controls in this area - Comprehensive Development Zone (Schedule 1) (CDZ1).

As part of this, we are undertaking a review to update and modernise the planning controls for CDZ1.

We seek to:

  • Update the existing controls to bring them in-line with contemporary planning standards
  • Provide new wording to make the zone schedule clearer and easier to understand
  • Introduce a planning permit requirement for some buildings and works that are currently exempt (such as apartment developments)

We would like to know what you think of the draft planning controls for the Endeavour Cove area.

These are draft changes which go back to Council for review after we have received your feedback. This is not a formal Amendment process.

The draft zone schedule, draft Comprehensive Development Plan and draft Car Parking Assessment can be downloaded via the Document Library on this page.

Please submit your feedback on the draft proposal by completing the form below before February 14 2022. We are trying to streamline our submission process, but if you need to complete a submission in hard copy format, you can email it to strategicplanning@kingston.vic.gov.au

What happens next?

If you make a submission you will be updated as the project progresses, or you can join our mailing list. Council will consider all feedback before a formal Planning Scheme Amendment is started.

Once a formal Amendment commences, all residents and property owners in Endeavour Cove will be notified by post that the next phase of consultation is open.
